The article proposes to consider the voluntary participation of owners in general meetings to approve housing maintenance tariffs as budgeting based on public participation. The main feature of such self-government is the virtually unilateral approval of the tariff by the owners, with the optionality of their participation in the annual general meeting and, at the same time, the difficulty of forming a neighborhood community. These two factors allow us to consider the participation of owners in general meetings as participatory budgeting within the framework of the author’s approach.
